Professional Work Experience

Mr. Bogan has over 45 years of experience in Municipal Engineering, Civil Engineering and Site Design with specialties in municipal governance, zoning and planning, land use, site planning and master planning of municipal improvements and site development, hydraulics and hydrology, environmental investigations and permitting. His design abilities are supported by a significant construction background, a thorough knowledge of all current computer software systems and applications, and his familiarity with current laws, rules and regulations which govern municipalities.

Municipal Engineer, Township of Scotch Plains, Union County, N.J. The municipal engineer’s responsibilities require that he wear many hats. The core of his duties require that he provide technical support and design services to the municipal corporation charged with the development and maintenance of the local infrastructure. The engineer is responsible for the planning, design and construction of new facilities. The designs of those projects being developed by private parties must be reviewed and approved by the municipal engineer at the design phase and the construction must be inspected and approved by the municipal engineer as well. Responsibilities also included preparation of funding reports and environmental assessment studies. Attendance at Planning Board meetings and Council meetings to present these capital projects to the public sector was also required.Projects completed in Scotch Plains are as follows: 

Facility Improvements, Scotch Plains, NJ. The municipal engineer’s responsibility includes addressing problem areas within the Township and solving them. In Scotch Plains, most of the problems were drainage related. Mr. Bogan assessed existing conditions, developed solutions on a cost effective basis, and prepared road, sewer, and flood control designs. Responsibilities also included preparation of funding reports and environmental assessment studies.

East Branch Flood Control Project, Township of Scotch Plains, NJ:  As part of a long range capital improvement program, Mr. Bogan developed feasibility studies and developed several alternatives to present to the governing body. After funding approval of the preferred alternative, a 12' by 4' Box Culvert relief storm sewer, 2,000 feet in length, was designed to relieve severe and frequent flooding along US Route 22 in Scotch Plains. This project required NJDEP approval and was partially funded by NJDOT. Expertise in hydrology, hydraulics, NJDOT procedures and NJDEP permitting was essential.

Parks and Recreation  (1) Village Green - a passive park was designed and constructed adjacent to the municipal building; with geometric brick walkways, turn of the century lighting, benches and suitable landscaping. (2) Kramer Manor Park - Development of a baseball field, tot lot, basketball and tennis courts, an ice skating rink, and rest room facilities. (3) Jerseyland Park - Development of baseball fields, a tot lot, basketball and tennis courts, and rest room facilities. These parks were designed and developed by Mr. Bogan. Design issues included establishment of need, community involvement, focus groups, funding, concept design, land acquisition, site design, bidding and construction. Special skills were required in design of recreational facilities, grading, pavement, hydrology, hydraulics, the Green Acres Program and HUD’s Community Development Block Grant programs.

Private Practice Projects

Heath Village Retirement Community, Washington Township, Morris County, New Jersey.
Over a twenty-five year period, Mr. Bogan  has prepared numerous site improvement designs for site additions, renovations and major expansion at this 150 acre facility. Work has included master planning, concept design, site plan development, site plan preparation, investigation into problem drainage areas, utilities, public hearing participation, permitting and construction supports. The current project, which is nearby, consists 130 single family and duplex independent living units on 120 acres of land. Currently the project is in the concept design stage which requires the development of concept plans, flood plain studies, wetlands and zoning analysis. Site plan design  will include hydrology, hydraulics and water quality issues due to the close proximity of this site to the Musconectcong River. Drainage design will be done using HEC I, HEC II and HEC- RAS

Marriot Hotel, Trenton, NJ.  This project included a seven story, 90 room hotel, a three level conference center and a 500 car parking garage. The project was a corroborative effort between Marriott Corporation, the City of Trenton, the State of New Jersey and private investors. The project was historically and culturally sensitive because the facility was annexed to the historic Trenton War Memorial Building. Design included drainage, flood plain and wetland issues associated with the Assunpink Creek, traffic flow and access issues regarding Lafayette Street, Warren Street and N.J. Route 29. Expertise in hydrology and hydraulics were necessary since most of the 3.5 acre site was in the flood plain of the Delaware River. Design was completed using HEC I, HEC II and HEC- RAS

Somerset Ball Park, Bridgewater, NJ   The project consisted of a new 6,400 seat stadium with parking for 2000 cars on 18 acres of land purchased from American Home Products. This Brownfields site was reclaimed and converted from an auxiliary parking lot to recreational use. Site design included stadium placement, demolition, coordination of all utilities, grading, paving, drainage and lighting. Of particular interest was the exhaustive search of archives to identify the numerous utilities that were identified on this site dating back to 1880. The site was located within the floodplain of the Raritan River. All storm sewer was designed to drain quickly and the structure was sited to exist with a high flood level. 

Mercer Arena, Trenton, NJ.  On a fast track basis, site design was prepared for five (5) new parking sites to support a new indoor arena for sports events. Design services included major demolition, grading, drainage, utilities, lighting, landscaping and permitting.  This brownfields project was featured in ASCE Magazine because of it’s importance in revitalizing the Trenton downtown area. Special expertise in hydrology and hydraulics was required because this project was required to meet rigid stormwater management requirements due to adjoining inadequate storm sewer systems.

Long Valley Middle School, Washington Township Board of Education. This Project consisted of over 10,000 SF of new classrooms and accessory uses, new parking lots and a new circulation plan for bus traffic and visitor parking. Design included parking spaces for 200 cars, numerous new intersections, an exclusive bus lane, 45 inlets, and one major detention system. The new addition was serviced by an independent septic system utilizing a pumped pressure distribution system.

Kossmann  School. This school expansion project consisted of over 14,000 SF of new classrooms and accessory uses, new parking lots and a new circulation plan for bus traffic and visitor parking. The Design included parking spaces for 55 cars, numerous new intersections, an exclusive bus lane, 10 inlets, and one major detention system. The new addition was serviced by an innovative drainage system that incorporated numerous seepage pit systems which were ultimately discharged into an under-designed municipal system.
