Professional Work Experience

2001 – Present
Mr. O’Connor is the founder and sole principal of Grotto Engineering Associates, LLC headquartered in Cranford, NJ, providing his clients a wide range of engineering services. In that capacity, he has served as the Township Engineer for the Township of Clark since March 2001. Mr. O’Connor advises the Township on a variety of issues including the Engineering budget, sanitary sewers, stormwater management, storm drainage, capital improvements, tax map preparation and maintenance, land development reviews, construction observation and administration, and COAH related issues. Mr. O’Connor is in attendance at meetings of the Township Council, Planning and Zoning Boards as required. He interfaces with residents and coordinates municipal response to various resident requests and issues. Mr. O’Connor is responsible for the Township’s annual road improvement program and the Downtown Revitalization Plan. He has also served in a similar capacity for the Borough of Kenilworth since 2008 and was named Special Projects Engineer for the Borough of Manville in 2011. He also serves as the Engineer of the Green Brook Flood Control Comission since 2006.

Mr. O’Connor served as the Assistant Engineer for the Township of Clark and represented a variety of private clients with pending land development applications consisting of commercial site plans and residential subdivisions. He was in responsible charge of all engineering design on assigned projects including geometric layout, grading, drainage, environmental permitting and testimony before various Planning Boards and Boards of Adjustment.

Mr. O’Connor served as an “on-call” engineer performing reviews of development applications for the Borough of South Plainfield and Township of Edison and appeared in an advisory capacity before the Planning Boards and Boards of Adjustment in both communities. He performed assigned reviews for the Township of South Brunswick, Borough of Helmetta and Township of Plainsboro. Mr. O’Connor also participated in the design of various capital improvement projects.

Mr. O’Connor began his career as a Project Manager and was promoted to the position of Director of Engineering. He was responsible for the firm’s design, approvals and permitting on numerous land development projects in addition to serving as an “on-call” engineer for the Borough of South Plainfield and the Township of Edison. He managed design and construction of capital projects for the Middlesex County Utilities Authority and served as resident engineer for the construction of the Administration and Maintenance Buildings at Edgeboro Landfill in East Brunswick, NJ.
