1. Land Development
From initial due diligence and feasibility to final project design and implementation, Grotto can assist you every step of the way. Throughout the process, Grotto will be an integral part of your team.
Grotto can perform due diligence services and provide a feasibility study with concept plans reflecting alternatives and probable yields. We can meet with various utilities, purveyors and regulatory agencies to determine the impacts to your bottom line.
Once an idea has been developed and approved in concept, Grotto can move forward with surveyors, engineers, designers and CADD personnel to develop the necessary plans needed for local, County, State and Federal approvals. Ultimately, plans will be developed with sufficient detail to be suitable as construction documents.
Once all approvals have been obtained, Grotto can develop the necessary final plats, final plans, legal descriptions, construction estimates and bid documents as needed.
During the construction phase, our engineers and surveyors will work hand in hand with your contractor to ensure that we are always ahead of the construction progress. Our staff is always available to discuss and resolve field issues.
2. Municipal Engineering
Grotto Engineering’s team of experienced municipal professionals has been assembled to offer services with a high degree of flexibility to allow Municipalities to meet their engineering needs and obligations. Governmental entities bear a dual responsibility to both preserve and improve the quality of life for their residents as well as to manage the fiduciary obligation to their taxpayers. Grotto can assist in the development of an appropriate balance for your community.
Whether in the day-to-day administration of an engineering department, in the review of development applications, the design and administration of an annual capital improvement program, the implementation of NJDEP Storm Water Management regulations, the attendance at public meetings or the managing of resident requests for services, Grotto will work with your administration to provide only those services that are required with a keen sensitivity to the constraints of the budget process.
3. Land Surveying
At Grotto, our survey forces undertake a wide range of tasks, including boundary and topographic surveys, subdivision plats and construction stakeout services. Our team of professionals has developed base survey information for use in land acquisition, planning, design and construction phases of various public and private projects.
Our survey professionals are called upon to develop and implement working plans from approved drawings, to stake out improvements to facilitate construction, and to control project grades.
4. Zoning and Land Use
Grotto Engineering is staffed with senior-level professionals who are familiar with the land development process in New Jersey.
Our team is trained to listen, communicate and work with the client to identify project parameters that impact project approvability and constructability early in the planning process and to assist in development of team strategy to address such impacts.
Our ordinance review development services include due diligence investigations, feasibility analysis, conceptual planning development, variance identification and expert testimony during public participation hearings.
5. Engineering Services

6. Pavement Management
In association with MOORE STEPHENS, P.C., Certified Public Accountants, Grotto has developed ROADWORKS, a pavement management tool to assist municipal decision makers in identifying their needs, establishing a long-term maintenance and rehabilitation program and predicting the long-term impact of current actions.
The program offers an intelligent methodology for prioritizing local road needs for municipalities, resulting in a selection of roadways for improvement that will obtain the maximum impact with available funding. The program is effective for both short and long term planning.
